The Congress recognizes as correct the position of Plekhanov on programme, tactical, and organizational questions, which he held at the Second Congress of the Party and at the Congress of the Foreign League. The Congress recognizes that after the Congress of the League, Plekhanov, in the interests of party peace and elimination of the split already effected by the Mensheviks, proposed a policy of concessions to people whom he correctly characterized before the entire party (No. 52 of *Iskra*, 7 November 1903) as revisionists and anarchical individualists. The Congress expresses profound regret that Plekhanov did not hold to this position, that he began to pursue, by the most unscrupulous means and against the will of the party, the satisfaction of all the demands of the Mensheviks, that he descended, in the interests of justifying the Mensheviks, to the defence of a principal position of theirs which he himself recognized as incorrect, and to the invention of unprecedented differences with the majority of the party.

The Congress decisively condemns this policy of deviousness towards fellow party members, for such a policy, whatever humane motives towards individual persons may have given rise to it, cannot fail to exert a demoralizing influence on the party.
