Comrades! In reply to your inquiry as to whether we agree to have our names published in the minutes of the Second Congress, we inform you that, for our part, we have decidedly nothing against it, but we do not take it upon ourselves to decide to what extent this is permissible from the standpoint of conspiratorial considerations in the interests of our comrades in Russia. The decision of this question of conspiratorial practice rests with the appropriate Party body.
