**The Peasantry**

The Congress directs the particular attention of all party members to the importance of developing and strengthening work among the peasantry. It is necessary to come before the peasantry (and especially before the rural proletariat) with the entire social-democratic program in its totality, explaining the significance of the agrarian program as the first and most immediate demands on the basis of the existing order. It is necessary to strive toward the formation of firmly united groups of social-democrats from conscious peasants and intelligent workers in the countryside, groups that maintain constant contact with the party committees. It is necessary to counteract among the peasantry itself the propaganda of the Socialist-Revolutionaries, which sows lack of principle and reactionary Populist prejudices.
