The editorial board should participate in the affairs of the C.C. (and not
the other way around) — this is Martyn's main idea.
(One can fear, they say, an "invasion of barbarians" on the editorial board
of the C.O.: the C.C. will fill it.)
Martyn proposes to indicate the responsibility of the Council before
the congress and the centers before the Council. Martyn proposes the same
plan, but only to start with the Council, making it actually a single
and all-powerful C.C.[ommittee] (but with his old attempt
to outline some of the most important functions of the C.C.).
Yuriev stipulates the individuality of Martyn's opinion, does not agree with him about the predominance of the editorial board in the Council, de
mands that his fifth member not be from the editorial board of the C.O. and not
from the C.C.

A place for the editorial board of the popular organ is not allocated. It should
be provided for a place for it (the organ) and participation in the congress.
The dissolution of organizations should be surrounded by special (important) conditions.
Lipov begins with the fact that I am too "incresul nalku" here and he wants to prove it with the history of the Bund. This is ((organized distrust" of local figures etc. (it is assumed that they
cannot influence or create). This is a manifestation of decentralization (from the center).
He is especially unhappy that members are not co-opted into the C.C. without the consent of the editorial board of the C.O.
,7
We do not have 2 centers in the Bund: the Foreign Committee, \
The Committee] is appointed by the entire C.C.[ommittee]
/
The separation of ideological and practical leadership is harmful.
What authorship will the C.C. have? (Surely Iskra will say that
they would have done at least 7s without assistance from Russia.)
The statute does not assume that the C.C. will grow naturally.
Akimov asks a question about the procedure for compiling local organizations.
12 h. 10. Martov answers Martyn.
Regarding the appointment of the Council, I do not agree with L[enin], I almost agree with Yuriev: one should not determine the preponderance in advance.
The composition of the Council should protect formal equality: but

For Yuriev in the question of additions to the definition of the functions of the C.C.
