The Commission in its report finds the presence at the Congress of Polish comrades desirable, and only with the right of consultative vote. In my opinion, this is entirely correct, and it seems to me quite reasonable to begin the Commission's resolution precisely with this declaration. It would also be very desirable to have the presence of Latvians and Lithuanians, but unfortunately this is not feasible. The Polish comrades could always have stated their conditions for unification, but they have not done so. The Organizational Committee therefore acted correctly in maintaining restraint toward them. The letter read here from Polish social-democracy again fails to clarify the question. For this reason, I propose inviting the Polish comrades as guests.

I do not see any weighty arguments against the invitation. The Organizational Committee took the first step toward bringing Polish comrades closer to Russian ones. By inviting them to the Congress, we will take the second step along this same path. I see no complications arising from this.
