Appoint immediately members of the Organisational Committee in the main centres (Kiev, Moscow, St. Petersburg) and give special contacts to these members, so that we can send all those travelling only into the full disposal of the Organisational Committee. This is very, very important.

Finally, one more thing: Ignat's meeting with Fekla should be arranged after he 1) has seen, as far as possible, everyone and everything; 2) after you have received from everyone official recognition of the Organisational Committee; 3) after you have officially informed *Rabocheye Delo* that they will have a plenipotentiary member of the Organisational Committee. Only under such conditions can Ignat's meeting with Fekla serve for further serious business steps. Therefore, let Ignat hurry with these preliminary measures and not forget that he must appear before Fekla already armed with formally recognised and the broadest (note this!) powers.
