## Terror

The Congress decisively rejects terror, i.e., a system of individual political assassinations, as a method of political struggle that is in the highest degree inexpedient at the present time, diverting the finest forces from the urgent and imperative organizational and agitational work, destroying the connection of revolutionaries with the masses of the revolutionary classes of the population, fostering among the revolutionaries themselves and among the population generally the most distorted conceptions of the tasks and methods of struggle against autocracy.
