Just received your letter of July 25 and read it together with
Grazhdanin. We are surprised that you, as a member of the Organising
Commission, [2] are not carrying out the earlier intention to co-opt new
members from among workers outside
Manya. [1]

Grazhdanin believes this measure is the only way to reorganise Manya from
top to bottom, and it should be done as soon as possible.

You must see to it that nothing happens to Arkady:
we hold you responsible for him, and shall take action against you if you
do not get him out of Petersburg before he is arrested. Let him not be carried away by live work and forget that
the gendarmes are also alive. We badly need someone in the South (in
Kharkov or Kiev!). Couldn’t Arkady be sent there?
