Now that a heated debate has erupted between Vorwarts and Zarya,165 and the issue has been squarely put before us, it is imperative that we immediately devote every possible effort to conducting the most rigorous (and thoroughly impartial) investigation into this matter. Please take up this task without delay. Gather testimony from all witnesses—both those who actually saw something and those who merely heard rumors or accounts concerning the incident—and once you have collected their statements, write to us, listing all these witnesses and their respective testimonies. In extremis, we may need to turn to Petit; however, it would be far better not to “startle the game” but rather to capture them while they are still unaware of the impending attack.
