Dear Comrade, you have truly delighted us with your package! The work is superb—this statement is even
Colorov’s. You have misunderstood us. We were by no means opposed to the publication of “Iskra” in Russia; on the contrary, we
fully recognize that the cause would gain immensely from it, and we have always desired this outcome—though, to be honest, we
had little faith in the enterprise’s success. You have now convinced us to place our trust in it. We are sending you Article X,
which was originally intended for the second issue of “Zarya,” but we believe it would be highly beneficial to publish it as a
separate pamphlet—and after reading it, you will likely agree with us. Please print 1,000 copies. There will be no further delays in
the delivery of materials; please set a deadline for submitting materials for the next pamphlet. After that, we will begin sending
material for the newspaper***. Once again, you have greatly pleased us.

As for the fable concerning Veto, there will be a note on it in No. 7—it is pure nonsense.

You are absolutely right when you say that “Iskra” must organize itself. You are only mistaken when you claim that it was necessary
to leave behind an organized structure in Russia.

To attempt such organization in advance would have been unthinkable; only once the work is underway can one truly discern how
the organizational framework ought to take shape. Now—yes, you are right—the situation is somewhat chaotic (in part due to the
method of distribution), and most of our representatives are writing to us about this very issue. We propose to do the following:
send the draft organizational plan we have developed to Russia, where it will be discussed by two or three trusted individuals,
