Petition

Having finished the term of public oversight this year, I was forced to choose the city of Pskov for my residence out of the few cities allowed to me, because only there I found it possible to continue my experience as a sworn attorney under the jurisdiction of the St. Petersburg Council of Sworn Attorneys. In other cities I would have had no opportunity to be assigned to any sworn attorney and to be admitted to the estate by the local district court, and this would have amounted to the loss of any hope for my career as a lawyer. Being forced to settle in the city of Pskov, I allow myself to repeat the petition of my wife and my mother-in-law for permission for my wife, Nadezhda Konstantinovna Ulyanova (née Krupskaya), to serve the remaining one-third of her appointed term of public inspection not in Ufa province, but in the city of Pskov. At present my wife has already settled in the Ufa province, where I have no right of entry, for this province belongs to the list of withdrawn provinces; Further, in this province allowances are not given to persons serving public supervision, and professional (pedagogical) activity is now closed for my wife - consequently, I will have to support her from my own earnings, and I can now count on the scantiest earnings (and that not immediately, but after some time) due to the almost complete loss of all my former connections and the difficulty of starting an independent legal practice. The necessity of supporting my wife and mother-in-law in another city (whose health, because of her advanced age, has suffered greatly from life in Siberia, where she had to go with her daughter) puts me in a desperate situation and forces me to enter into unpayable debts. Finally, I have been suffering for many years from catarrh of the intestines, which has been aggravated by life in Siberia, and I am now in dire need of a proper family life.

On the basis of the foregoing I have the honor to humbly request that my wife, Nadezhda Ulyanova, be allowed to serve the remainder of her term of public inspection not in Ufa province, but together with her husband in the city of Pskov.
