...it became clear that as yet there are no orders concerning me, and since, judging by the general assumptions expressed to my mother by the director of the Police Department, it is possible that my place of residence will be assigned within the limits of Yenisei Province, then my appearance in the city of Irkutsk in this latter case would require of me very burdensome additional expenses for the return journey. Therefore, I have the honor most humbly to request Your Excellency to permit me to remain in the city of Krasnoyarsk pending the order assigning me a place of residence.

If it should be deemed that I must learn of this in the chancellery of Your Excellency, then in that case I petition for permission to obtain the required information by mail or, if at all possible, by telegraph.

At the same time, I petition for the assignment of my place of residence, given the weakness of my health, within the limits of Yenisei Province and, if possible, in the Krasnoyarsk or Minusinsk district.
