Comrade Rukhlmovich!

I have read your report and I am cursing you roundly.

The report is put together carelessly. Why not spend 2-3 hours here in Moscow at least (if you don't have time in the Donbass) to rework the report?

It is inadequately worked out and unclear.

There is no necessary table, while the report is cluttered with excessive figures.

A short table is needed: price in flour or in gold rubles, etc.
1000 puds. of net coal at the mine or at the station, etc.

Before the war... - - -
Now at CPCI* - - - - - (large mines).

At the same places under the conditions you indicate (complete success of the entire program of collective supply?) - - - -
At small mines with the leaseholder - - - -
The whole essence is in such a table!

And you were unable to provide it.

All your tables ought to be in a separate short chapter as a detailed exposition and the most precise proof of the main and fundamental table.

Furthermore. It is not clearly stated: such-and-such authorities (names, their experience, rank?) on the harmfulness of small mines.
